Important Note

In light of the spread of Covid-19 PartnerRe has put into place a temporary hold on groups that are under $150k deductibles for all of our health products globally.  The rationale is still not clear on what the global magnitude of the pandemic will be and the first dollar cost associated with testing, treatment and possible quarantined hospital confinements.

Customer Service

Our top priority has been the safety of our employees.  As of March 16, to protect our employees and contain the spread of the COVID-19 coronavirus, PartnerRe implemented a work-from-home policy for all employees to conduct business remotely.   Our employees are well equipped to continue to support our clients and our commitment to delivering excellent customer service. This remains unchanged.  We have had very positive experiences both internally and externally using video conferencing for meetings and suggest you take advantage of the technology and request a meeting via video during this time when we have suspended all business travel.  Our employees also continue to be available via email, phone and text.  All our operations are functioning as usual.

Coverage

We have received several coverage related questions as the state and federal governments and CMS have mandated changes impacting our client's product offerings.  We can confirm the following:

  • If the following expenses are covered and paid by our clients in response to the COVID-19 pandemic, PartnerRe will also allow the following expenses under our policies and reinsurance contracts for the 2020 policy year:
    • COVID-19 testing (including the cost of a provider visit for the purpose of testing and diagnosis) paid up to 100% without application of copays or deductibles
    • Unlimited telemedicine services for the testing or treatment of COVID-19
  • PartnerRe understands that our clients may be temporarily modifying eligibility and actively at work provisions of their Commercial policies or Employer Stop Loss plan documents for employees who no longer meet minimum number of hours per week worked or who may be furloughed or temporarily laid off as a result of COVID-19 closures.  PartnerRe will waive eligibility requirements under our policies and contracts until May 31, 2020 subject to all the following:
    • Reinsurance or Insurance (Employer Stop Loss / Provider Stop Loss) premium is paid to PartnerRe for all employees each month, including those with modified eligibility or actively at work provisions;
    • Claim submissions to PartnerRe indicate that the claimant is an employee for whom modified eligibility or actively at work provisions applied; and
    • The employer continues to pay at least 50% of the health insurance premiums.

Please note:

Waived copays, deductibles and cost sharing will be allowed under the PartnerRe policy and contract if the expense for which the cost sharing applies is an eligible service under the PartnerRe reinsurance or insurance policy or contract.

PartnerRe will continue to waive eligibility and actively at work requirements for Commercial populations or Employer Stop Loss coverage under our policies and contracts through July 1, 2020.  Consistent with our previous communication, all of the following must apply:

  • Reinsurance or Insurance (Employer Stop Loss / Provider Stop Loss) premium is paid to PartnerRe for all employees each month, including those with modified eligibility or actively at work provisions;
  • Claim submissions to PartnerRe indicate that the claimant is an employee for whom modified eligibility or actively at work provisions applied; and
  • The employer continues to pay at least 50% of the health insurance premiums.

PartnerRe will not require a client policy or plan document amendment for these provisions.

We will continue to closely monitor and evaluate the situation and we will keep you informed of any additional changes.  The entire PartnerRe Health team is available and working to provide you with the best service possible.  Should other changes be required, our underwriters are available to discuss on a case-by-case basis.
